	<description><![CDATA[I believe that this plan is worth a shot. It seems that this city needs to take a risk in order to improve the overall life quality in the city. Whether it be for the better or the worse, citizens of Buenaventura are too proud of their city to have it be presented the way it is. Architectural developement is key in order to attract tourism which can possibly lead to lower crime rates.]]></description>

	<description><![CDATA[Great stuff... reminds me of a quote from our local police chief, which seems to be lost on those planning this exodus:<br />

"Crime doesn't follow poverty, it follows concentrations of poverty."  <br />
<br />
It's generally better to disperse affordable housing into market rate developments than to create 'projects' similar to what was built in mid-century american cities.  It's a much more difficult proposition, but I suspect the plan you report on is likely doomed to simply shift crime to another area rather than reduce it overall.]]></description>

	<description><![CDATA[interesting reporting.  I would imagine this is an exemplary case of a ubiquitous phenomenon in latin american cities.  It seems to be primarily dealt with in two ways, which you touch on here; architects are brought in to make single, catalytic incisions operating within the existing fabric, or the city government raizes the existing fabric and builds new, generic homes establishing new parameters within which the displaced populace is enabled/encouraged to operate.<br />

Some of the best work I know of in this field is being done by IIED-al in Argentina.]]></description>
