I can understand your viewpoint. Yet — in defense of our reviewer — I don't think the essay really sets up an LA/NYC dichotomy, in particular. Following Owen's thesis, it explores a high density/low-density dichotomy, for sure, yet Tim Beatley expresses some skepticism even about that, suggesting that Owen's stance is too categorical, especially in setting up Manhattan as a model.

In any case, we chose the images not to target LA. Certainly the Long Island Expressway could've been used to depict the same traffic as I-5 — and Owen would see both roads as part of the problem. But isn't the 3rd Street Promenade still mostly an exception to the LA rule?

More generally, I wonder: wouldn't a less 'stereotypical' selection — one that ran counter to Owen's thesis — have confused matters?

Thanks for the summary & analysis of Owen's ideas. His approach has its flaws but the thesis is sound. However, the LA/NYC dichotomy of this essay is unoriginal and misleading. The photo selection is especially disappointing. Juxtaposing I-5 and Times Square? I could show you the Long Island Expressway and Santa Monica's 3rd street promenade... A less stereotypical selection could have counteracted Owen's own tendency to treat cities as symbols rather than real places.
